Rental Car Facilities and Automated People Mover
Analysis concluded that the airport’s rental car facilities will reach capacity in 2016. To facilitate continued growth, the master plan includes a consolidated rental car facility on the south part of the airport campus, near the airport entrance. This allows for expansion of rental car operations at the airport while decongesting roadways, passenger drop-off and pick-up curbsides and reclaiming 1,200 parking spaces in the airport’s long-term parking garage that currently houses rental car operations.
The rental car facility will be connected to the main terminal by a 1.3-mile automated people mover. The people mover will also take economy parking garage customers, airport employees and passengers accessing a curbside located in the consolidated rental car facility by public transportation, commercial and private vehicles, to the main terminal.
The people mover could ultimately extend off the airport campus to a multi-modal center in the West Shore Business District near Interstate 275 to connect to a regional transportation system.

Hillsborough County Aviation Authority (HCAA) prepared a Final Focused Environmental Assessment (Final EA) for the Consolidated Rental Car Facility (or CONRAC) and associated improvements within the South Terminal Support Area at Tampa International Airport. The Final EA is pursuant to the requirements of the National Environmental Policy Act (NEPA) and Federal Aviation Administration (FAA) Order 1050.1E, Change 1. The results of the Final EA indicate that there would not be any significant adverse impacts associated with the Proposed Action. Per federal Executive Orders 11990 (pertaining to wetlands) and 11988 (pertaining to floodplains), public notice is hereby given that the above referenced project would be located within jurisdictional wetlands and would encroach upon the 100-year floodplain. The Final EA includes analysis of prudent or feasible alternatives, and potential environmental impacts and possible mitigation measures.
The FAA approved the Final Focused Environmental Assessment (Final EA) and issued a Finding of No Significant Impact (FONSI) approving projects at the Tampa International Airport on February 13, 2014. The airport is owned and operated by the Hillsborough County Aviation Authority (HCAA). The projects include a new airport people mover (APM), consolidated rental car facility (CONRAC), employee parking garage, and associated roadway improvements. The projects are located in the southern portion of the airport's property. The projects result in unavoidable impacts to state jurisdictional wetlands and surface waters. The projects require an Environmental Resource Permit (ERP) from the Southwest Florida Water Management District (SWFWMD); a wetland permit from the Hillsborough County Environmental Protection Commission, and a National Pollution Discharge Elimination System (NPDES) permit from the Florida Department of Environmental Protection (FDEP). The HCAA has purchased wetland mitigation credits equal to 8.98 acres under SWFWMD Conceptual ERP 49008396.043 in the Brooker Creek Buffer Preserve.
