Federally Funded DBE Program
The Hillsborough County Aviation Authority established its Disadvantaged Business Enterprise (DBE) Policy and Program in 1982. In accordance with the Code of Federal Regulations 49 CFR Part 26 (as amended), the DBE Program provides that DBEs will have the maximum opportunity to participate in the performance of federally funded construction and professional service contracts.

Airport Concession DBE Program
The Hillsborough County Aviation Authority is committed to a program for the participation of Airport Concession Disadvantaged Business Enterprises (ACDBEs) in Authority concession-related contracting opportunities, in accordance with 49 Code of Federal Regulations Part 23, effective April 25, 2005, as may be amended. It is therefore the policy of the Authority that ACDBEs have the maximum opportunity to compete for and participate fairly in non-rental car and rental car concession-related contracting opportunities.

Woman and Minority-Owned Business Enterprise Policy and Program
The W/MBE policy and program endeavors to create greater access for W/MBEs to participate as primes as well as subcontractors on non-federally funded projects, contracts and purchases. This W/MBE policy and program addresses: participation by W/MBEs as subcontractors in large capital projects; participation as primes in components of large capital projects through a process of “unbundling”; participation as primes on small projects under $100,000; and participation as primes through the purchase of goods and services.
Under this policy and program the Authority will accept W/MBE certification from companies currently certified with the City of Tampa’s Women / Minority Business Enterprise Program, Hillsborough County’s Disadvantaged Minority / Disadvantaged Women Business Enterprise Program, and the State of Florida Department of Management Services, Office of Supplier Diversity and will be eligible to participate on Authority-funded contracts as W/MBEs. Companies seeking certification will be referred to one of these agencies. Companies currently certified as DBEs under the Florida Unified Certification Program will automatically be considered certified and eligible to participate on Authority contracts and purchases as W/MBEs.

Hillsborough County Aviation Authority collects social security numbers for the following purposes to include but not limited to: classification of accounts; identification and verification; DBE Certification * ; security threat assessment; criminal history verification; billing and payments; data collection; tracking; benefits processing; tax reporting; and employment related purposes to include (background checks, drug screening, verification of educational credentials, prior military service and past employment, credit score verification, I-9 verification, new hire and unemployment reporting, Workers Compensation reporting, payroll processing and reporting, and any other legitimate employment related purposes). Social security numbers are also used as a unique numeric identifier and may be used for search purposes.
